Summary
The New Jersey Department of Health & Senior Services notifies nursing facilities of a 2.6% Social Security Cost of Living (COLA) increase effective January 1, 2002. Facilities must review beneficiary income calculations on the COLA UPDATE REPORT and reconcile discrepancies of $1.00 or more between computed NET INC AFTER amounts and Long Term Care Turnaround Document (MCNH-117) Block #35 PATIENT PAYMENT amounts, updating Unisys records and notifying county welfare agencies as required.
Action Required
Immediately (February 2002): Nursing facility billing staff must (1) obtain and review the COLA UPDATE REPORT for all beneficiaries; (2) compare NET INC AFTER column amounts to Block #35 PATIENT PAYMENT on Long Term Care Turnaround Documents (MCNH-117); (3) for discrepancies of $1.00 or more, update Block #35 on the TAD form to reflect actual patient liability and submit to Unisys (P.O. Box 4805, Trenton, NJ 08650-4805), AND inform the County Welfare Agency to complete a new PR1; (4) for discrepancies less than $1.00, update Block #35 only and submit TAD to Unisys without county notification; (5) EMC submitters must update the PATIENT PAYMENT field in electronic records instead of submitting hard copy forms. (6) Review any PR1 records with effective dates after January 2002 showing 'MM02 EFF DTE NC' comment to ensure COLA increase was applied; request CHANGE PR1 from county if January 2002 COLA was omitted. Failure to reconcile patient liability amounts may result in incorrect beneficiary cost-sharing and claim payment disputes.
