Summary
New Jersey nursing facilities must update patient liability amounts for Medicaid beneficiaries effective January 1, 2006, to reflect a 4.1% Social Security Cost of Living Adjustment (COLA). Billing teams must reconcile the COLA UPDATE REPORT against the Long Term Care Turnaround Document (MCNH-117) Block #35 and submit corrected patient payment amounts to Unisys. Differences of $1.00 or more require County Welfare Agency notification and a new PR1 form.

By January 1, 2006: Billing team must review the COLA UPDATE REPORT for each Medicaid beneficiary and compare NET INC AFTER column amounts against the current PATIENT PAYMENT amount in Long Term Care Turnaround Document (MCNH-117) Block #35. If difference is $1.00 or more: (1) Update Block #35 on the TAD form (or PATIENT PAYMENT field for EMC submitters) to reflect corrected patient liability and submit to Unisys, P.O. Box 4805, Trenton, NJ 08650-4805; (2) Notify County Welfare Agency to request new PR1 form for beneficiary. If difference is less than $1.00: (1) Update Block #35 on the TAD and submit to Unisys; (2) Do NOT notify County Welfare Agency. Flag any PR1 records with effective year 2006 that show 'MM06 EFF DTE NC' comment—these require manual verification that January 2006 COLA increase was included; if not, request CHANGE PR1 from county. Failure to reconcile will result in incorrect patient billing and potential claim processing delays.
