Summary

New Jersey is replacing monthly paper Medicaid cards with permanent plastic Health Benefits Identification (HBID) cards for NJ FamilyCare/Medicaid clients. The plastic cards are for identification only and providers must still verify eligibility electronically before providing services - the card alone cannot be used for good faith billing.

By October 1, 2006: Front desk staff must understand that plastic HBID cards are for identification only and do not prove eligibility. Continue using existing eligibility verification systems (REVS, MEVS, POS, or eMEVS) before every service. Use the Medicaid ID from verification system for billing, not the 16-digit card control number. For clients without cards needing emergency services, accept Emergency Services letters from eligibility agencies.
