Summary

Missouri Department of Social Services Children's Division will now reimburse hospitals for non-medically necessary inpatient days for children in legal custody who are pending placement. Providers must submit invoices and denial documentation to CD.AskRehab@dss.mo.gov instead of billing through normal channels.

Immediately: Billing team must establish new workflow for children in Missouri Children's Division legal custody who have non-medically necessary inpatient days. Create process to: 1) Generate invoices (not CMS-1500 forms) with itemized daily room and board rates, 2) Obtain denial documentation from Show Me Healthy Kids/Home State Health or MO HealthNet Division, 3) Submit both documents to CD.AskRehab@dss.mo.gov. Train staff to identify these cases and use alternative billing process instead of standard insurance billing.
